Whats wrong with my face?

so my eyes feel dry sometimes alot of times they get watery,i have dark circles.i get like bipolar acne some pimples go away only for them to develop again somewhere else on my face or return to the same spot.whenever i take a shower i try to avoid facial contact with the water because for some reason the tinniest amount of water drys it out.my face itches like all the time not bad but if i don't itch my face it'll get worse and it ll feel like theirs a piece of hair their but theirs not.right next to my nose underneath my eyes there are these red spots almost like lines like that part of my face is infected.their are 3 little black and white dots in those spots.Oh not to mention the fact that if i do get pimples sometimes this white flaky **** will appear around them or somewhere else on my face.If you can please answer me why is this happening?Oh and their are also like abunch of these black dots on my nose in a group can't really see them but they get on my nerves as well.Damn my whole face just feels infected with something.
